The 960 – Tiered Function Settings page lets you adjust the behavior of an unconstrained plan. Change this page during project initialization or when adjustments are necessary. The unrestricted plan prioritizes meeting all demands, even if it means going over the capacity of constraints, and penalizing any excess use.
This indicates that you need to prioritize using any available capacity without a penalty before resorting to overuse with a penalty. Tiered penalties are useful in this scenario.
